In a case argued by Patrick Pearsall at the Third Court of Appeals and by David Duggins at the Supreme Court of Texas, the Firm successfully defended a legislative plan for rapid recovery of infrastructure investment by gas utilities and established the authority of the Railroad Commission of Texas to review on appeal municipal rejections of utility filings under that program.
