Celina Romero recently participated as a panelist in Texas Water Journal Forum, History of the Edwards Aquifer Dispute. The forum focused on the almost 60-year conflict over the use of the Edwards Aquifer and provided an opportunity to create and preserve a living oral history on one of the Nation’s most protracted and acrimonious water disputes. As the General Counsel of the Texas Water Commission at the time, Romero was involved in actions surrounding the designation of the Edwards Aquifer as an underground river and other state negotiations surrounding the actions that lead up to the regulation of the Edwards Aquifer.
